Notes:
We may need a new permission to limit the edit options from inside a cart. We have had managers tell us that they don't want any of their employees doing any kind of edits. They want it really tight (at least what it looks like). This same permission may be just a level deeper. Meaning - a hidden edit mode. It is still there, just hidden until asked for.
