Added in the ability to adjust the start and end date on transitional invoice to be adjusted to the second (as well as the actual invoice) and cascaded those changes through to all files that are touching them.

Next step is to change the aging on bottom of view_transition_dates to show show age in minutes, not just days. Then start to pull in reports for dealing with building balance sheet data based on time, not just dates.
